Over hear in the UK our government decided to introduce Anti Social Behaviour Orders (ASBO's) against youngsters or people with as it says Anti social behavour, unfortunatley they are seen as some kind of medal of honour by the afore mentioned people so have become a bit of a joke to the general public, so when we award "The Asbo" to one or more dogs or owners it is very tongue in cheek.
