Woman let dog roam busy road

A woman who allowed her dog to roam on a busy north Manchester road has been ordered to pay more than £500.

Laura Heslop, aged 26, now of Canute Road in Stretford, was found guilty in her absence when she failed to turn up to a Manchester Magistrates' Court hearing on Wednesday June 16. She was fined £200 with £311 costs and £15 victims of crime surcharge.

Manchester City Council officers spotted Heslop's fox-terrier type dog roaming along Lathbury Road in Harpurhey last December.

They were concerned about the dog's safety, as cars were having to slow down to avoid hitting the animal, and the officers were forced to temporarily take it to Manchester Dogs' Home.

An officer later arrived at a Lathbury Road address where Heslop was staying at the time and gave her a fixed penalty notice, which would have cost just £80 - or £50 if paid within the first 10 days.

Heslop, who had previously been warned about allowing the dog to roam, denied the animal was her responsibility, even though it was sitting next to her on the doorstep while she was talking to the officer and had been wearing a nametag bearing her name.

The City Council chose to prosecute after no payment was received.

Councillor Paul Andrews, Manchester City Council's Executive Member for Neighbourhood Services, said: "Heslop's failure to look after her dog properly meant we had to pick it up from the street and take it to the dog's home for its own safety.

"Clearly, she did not care about either the dog's welfare or the effect her negligent behaviour may have had on her neighbours, as it posed a danger to traffic as well as to itself. We therefore decided to prosecute and I'm sure this will be supported by the vast majority of responsible dog owners in the city."

some people are complete idiots, i hope she is never allowed to own a pet ever again.

I hate it when people get a dog for example, for the first few months look after it and then just dont feel like bothering any more so they just let it roam where ever it wants

Not only is that cruel to the dog, someone hitting that dog or swerving to avoid it could have killed people; children. Then she would have had the blood of innocent people and possibly young children who hadn't started to live their lives on her hands. How negligent.
