TLS is an IETF standards track protocol, last updated in RFC 5246, and is based on the earlier SSL specifications developed by NetscapeCommunications.[2]

That's just the certificate the website you're watching is using to make a secure connection. Not sure why it's popping up for you, you probably hit the wrong button or a hotkey or something. It's not a warning, error, or virus. It's just a normal window from your browser. It's the proof that no one will be able to see whatever you are sending to that website.
