In the US, everything is required except microchipping but they highly recommend it. I like having the license tag & chip...just more info if our dogs wind up in shelters or someone finds them. But no one ever checks for the license/rabies tags (unless the county picks the dogs up as lost with no tags, the owner, if found, gets a penalty of $20 plus a license for $20).
