On topic, sounds good in therory, but I can only imagine the amount of people hurting themselves or somebody on accident or playing around with it. Plus most perps run up and steal the phone while your walking and talking or texting (distracted), so chances you stunning the perp are not that great, and now he will have your phone with the weapon. Also, most people, not all, freeze or panic in a true situation where it might be used. My opinion is this will do more harm than good.
