Ingrown hair follicle/big vein

There’s this hair follicle that has about a dozen hairs coming out of it, it would get scabby and we would have to pull it out. We have also noticed that leading up to the follicle areas she has what feels like a long vein ( about and inch and a half) that wiggles side to side. I’m trying to google what the top of my dogs head should feel like, not in regards to her saggital crest.
